Support for former Vice President Kamala Harris in a hypothetical 2028 Democratic primary has sharply declined, according to a new Emerson College Polling survey. Harris now garners just 13% support among Democratic voters—well below her 37% share in a November 2024 poll.
The latest survey shows former Transportation Secretary Pete Buttigieg leading with 16%, while 23% of Democratic voters remain undecided. California Gov. Gavin Newsom followed closely behind Harris with 12%, and Reps. Alexandria Ocasio-Cortez and Josh Shapiro each polled at 7%.
Following her 2024 loss, Harris is reportedly considering a run for California governor, a move that may impact her presidential prospects. “I’m not going anywhere,” she said earlier this year.
Among Republicans, Vice President J.D. Vance leads the 2028 field with 46%, trailed by Marco Rubio at 12% and Ron DeSantis at 9%. In a generic 2028 matchup, Democrats and Republicans are tied at 42%.
The June 24–25 survey included 1,000 registered voters and has a margin of error of ±3%.
