A new Republican bill introduced Sunday aims to prohibit states from regulating artificial intelligence (AI) for the next decade. Drafted by the House Energy and Commerce Committee, the legislation would preempt any state laws targeting AI models, automated decision systems, or related technologies.

The bill does allow exceptions for measures that promote AI deployment, remove legal barriers, or streamline processes like licensing and zoning. However, it explicitly bars states from imposing design, performance, liability, taxation, or data-handling requirements on AI systems.

The proposal aligns with the Trump administration’s deregulatory stance on tech, following the rescission of Biden’s prior executive order on AI. Vice President J.D. Vance reinforced this direction in February, warning that “excessive regulation” could hinder U.S. competitiveness.

States had moved ahead with nearly 700 AI-related bills last year, with California’s S.B. 1047 drawing national attention before being vetoed by Gov. Gavin Newsom. That proposal would have required safety testing of powerful AI tools.

The bill is expected to advance as part of Trump’s broader legislative agenda.
