Government Accountability Office (GAO) head Gene Dodaro testified Tuesday that many Trump administration agencies are not cooperating with investigations into whether they are illegally withholding funds appropriated by Congress.
At a Senate Appropriations subcommittee hearing, Dodaro said the GAO has 39 ongoing investigations into federal agencies’ potential violations of the Impoundment Control Act. However, only three agencies have provided necessary legal justifications for not spending the allocated funds.
Dodaro specifically called out the Office of Management and Budget (OMB) and Environmental Protection Agency (EPA) for being unresponsive. “OMB’s not been responsive, nor EPA,” he told lawmakers, adding, “We can only be as efficient as we can get the information from the agencies.”
The GAO is also auditing the Department of Government Efficiency (DOGE), an office created by the Trump administration to root out alleged government waste.
Dodaro noted that the GAO may have to rely on information from litigation if agencies do not comply. Lawsuits have been filed challenging Trump administration actions to delay or cancel spending approved by Congress during his second term.
