House Republicans will begin the 119th Congress with a slim 220-215 majority after Democrats gained one seat in the midterm elections. California Democrat Adam Gray narrowly defeated Republican John Duarte in the final decided race, flipping a Republican-held seat. Democrats also claimed victories in other tight California races.
The GOP faces additional challenges as Florida Republican Matt Gaetz has declined to assume office, and other resignations, including Michael Waltz and Elise Stefanik, are anticipated. Special elections for their seats will not be held until April, leaving Republicans with no margin for error on votes.
Republicans offset losses in key states like California and New York with wins in Pennsylvania and Michigan, securing seats vacated by Democrats or gained through redistricting. Despite retaining the House, Republicans also gained a larger Senate majority, poised to advance former President Trump’s agenda using budget reconciliation to bypass filibusters.
Leadership will prioritize fiscal 2025 planning and Trump-backed initiatives while navigating limited majorities and intra-party divisions.
