The National Treasury Employees Union (NTEU) filed a federal lawsuit Monday in Washington, D.C., challenging President Trump’s executive order that eliminates collective bargaining rights for roughly two-thirds of the federal workforce.

The order revokes union protections for civil service employees across several agencies, including the IRS, EPA, and Departments of Defense, State, and Veterans Affairs. The lawsuit alleges the order specifically targets NTEU in retaliation for its legal challenges against Trump’s policies, including canceling twelve collective bargaining relationships.

“Certain Federal unions have declared war on President Trump’s agenda,” a White House announcement said, framing the order as a national security measure. Critics argue the move exceeds presidential authority under a 1978 law that permits limited exemptions for national security roles.

The lawsuit follows a surge in public-sector union membership amid mass firings and benefits rollbacks, such as remote work. Legal experts warn the executive order threatens to dismantle federal unions entirely.

The Office of Personnel Management has already issued guidance permitting agencies to stop negotiating with unions and halt automatic dues deductions.
