Washington, D.C. — A group of federal employees has filed a formal complaint challenging a Trump administration policy that eliminates coverage for gender-affirming care in federal health insurance programs, escalating an ongoing legal and political fight over transgender health care access.

The complaint, filed Thursday with the Equal Employment Opportunity Commission by the Human Rights Campaign on behalf of affected workers, targets a policy announced in August by the Office of Personnel Management. The rule, which took effect January 1, removes coverage for what the agency describes as “chemical and surgical modification of an individual’s sex traits” from health plans covering federal employees and U.S. Postal Service workers.

Plaintiffs argue the policy constitutes sex-based discrimination and unlawfully penalizes transgender employees and those with transgender family members. The filing includes sworn statements from four current federal workers employed at the State Department, the Department of Health and Human Services, and the Postal Service. One Postal Service employee described how the loss of coverage would directly affect her daughter, whose doctors recommended puberty blockers and possible hormone therapy to treat diagnosed gender dysphoria.

The complaint asserts the workers are acting on behalf of themselves and a broader class of similarly situated federal employees. Human Rights Campaign President Kelley Robinson said the policy is designed not to control costs, but to make federal employment untenable for transgender people and their families.

The lawsuit comes as the Trump administration advances broader efforts to restrict gender-affirming care, particularly for minors. Senior officials, including Health and Human Services Secretary Robert F. Kennedy Jr., have characterized such care as harmful, despite continued support for its use by major medical organizations.
