The Federal Communications Commission (FCC) has announced a unanimous decision to prohibit robocalls featuring artificial intelligence (AI)-generated voices. This move, effective immediately, aims to protect consumers from scams and misinformation, particularly those that could impact voter decisions. The regulation is enforced under the Telephone Consumer Protection Act of 1991, which already restricts unsolicited calls using artificial and prerecorded voice messages.

The FCC’s crackdown comes in response to an increase in AI-generated robocalls, including those that mimicked President Joe Biden’s voice to deter voters in New Hampshire’s primary. Violators of this ruling could face fines exceeding $23,000 per call and are subject to legal action from recipients and state attorneys general.

Jessica Rosenworcel, the FCC chairwoman, highlighted the urgency of addressing this issue due to the growing sophistication of AI tools in election interference and other fraudulent activities. The regulation also empowers recipients to seek damages for each unwanted call, reinforcing the FCC’s commitment to protecting consumers from these advanced scams.

The decision follows a rise in complaints and bipartisan concern from state attorneys general, urging the FCC to act against the deceptive use of AI in communications. The enforcement extends to companies and service providers involved in transmitting such calls, with recent actions taken against Texas-based firms linked to the robocalls in question.
