WASHINGTON, D.C. — A partial shutdown of the Department of Homeland Security (DHS) is looming as negotiations between the White House, Republicans, and Senate Democrats over immigration reforms remain deadlocked.

Senate Majority Leader John Thune (R-S.D.) said lawmakers could be called back from recess if a deal is reached, but Congress adjourned for a scheduled weeklong break without finalizing funding. Senate Minority Leader Chuck Schumer (D-N.Y.) dismissed the administration’s latest proposal as “not serious, plain and simple.”

Democrats are seeking tighter warrant requirements for immigration enforcement, limits on roving patrols, and restrictions on masking by federal immigration officers. Republicans have largely rejected those conditions. President Donald Trump said Friday that Democrats’ demands are known but declined to elaborate, adding that law enforcement officers “have taken out hundreds of thousands of criminals out of our country.”

DHS represents about 3 percent of the federal budget, and roughly 90 percent of its employees would continue working without pay during a lapse in funding. Agencies under DHS include TSA, FEMA, the Coast Guard, CISA, and the Secret Service.

Officials warned that a prolonged shutdown could disrupt airport security screening, delay disaster relief grants, and suspend certain Coast Guard training and inspections.
