A conservative-backed push to include stricter proof-of-citizenship requirements for voting in a must-pass spending measure may complicate efforts to prevent a government shutdown next month. Lawmakers from both parties agree on the need for a continuing resolution (CR) to extend government funding beyond September 30. However, House conservatives, led by the Freedom Caucus, are urging Speaker Mike Johnson (R-La.) to attach the Safeguard American Voter Eligibility (SAVE) Act to this measure. This proposed legislation would require states to obtain proof of citizenship for voter registration and remove noncitizens from voter rolls.

The SAVE Act, which passed the House earlier this summer, faces strong opposition from Senate Democrats and the Biden administration, which argues it could disenfranchise eligible voters. Senate Minority Leader Mitch McConnell (R-Ky.) has privately opposed attaching the bill to the CR, while some House Republicans, like Rep. Larry Buschon (R-Ind.), are also skeptical.

The outcome remains uncertain, with debates ongoing about whether to extend government funding into 2025 or pursue other strategies.
