Sen. Susan Collins (R-ME) filed an amendment Monday to President Trump’s “One, Big Beautiful Bill Act” that would raise income taxes on the ultra-wealthy and double funding for rural hospitals. The amendment would create a 39.6% tax bracket for individuals earning over $25 million and couples earning over $50 million annually.
The revenue would increase the bill’s rural hospital relief fund from $25 billion to $50 billion, a key priority for states facing facility closures and reduced services. The funding timeline would shift to deliver $22.5 billion annually for two years, up from the current $10 billion per year.
Though Collins’s proposal faces a difficult path to 51 votes, Sen. Roger Marshall (R-KS) voiced support, signaling potential for bipartisan backing. The amendment comes as lawmakers continue debate over Trump’s sweeping tax and spending plan, which has drawn criticism for safety net cuts.
The Senate is expected to continue debating amendments through the week ahead of a final vote.
