California Democrats are reviewing a draft redistricting plan that could eliminate five Republican-held congressional seats, bolstering Democratic control of the state’s House delegation and countering Texas Republicans’ efforts to redraw their own map to favor the GOP.
The proposed map would increase Democrats’ hold from 43 to 48 of California’s 52 congressional seats, according to a source familiar with the plan. Targeted districts include those held by GOP Reps. Ken Calvert, Darrell Issa, Kevin Kiley, David Valadao, and Doug LaMalfa. The plan would also bolster Democratic margins in swing districts held by Reps. Dave Min, Mike Levin, and Derek Tran.
Gov. Gavin Newsom has backed the plan but said he would only proceed if Texas enacts its proposed partisan redistricting. Newsom pledged to call a special election for early November to put the new map before voters.
“California will not sit by idly and watch this democracy waste away,” Newsom said Monday.
The effort could reverse gains Republicans made in 2022 and 2024 and further escalate redistricting wars between the states ahead of the 2026 midterms.
