Washington, D.C. – Former national security adviser John Bolton sharply criticized President Donald Trump’s newly proposed 28-point peace plan for the Russia-Ukraine war, arguing it was drafted from “the Russian point of view” and would hand Moscow sweeping territorial gains. Speaking on NewsNation, Bolton said Russia “couldn’t have written a better treaty themselves,” blasting the proposal as one that “sells out Ukraine” and rewards unprovoked aggression.

The plan, first reported by Axios, was quietly negotiated between the Trump administration and Moscow and would place Crimea, Luhansk, and Donetsk under “de facto” Russian control with U.S. recognition — a nonstarter for Kyiv. Russia would give up little in return except directing $100 billion in frozen assets toward Ukraine’s reconstruction. U.S. Army Secretary Daniel Driscoll traveled to Kyiv to discuss the proposal with President Volodymyr Zelensky ahead of multilateral talks scheduled in Switzerland.

Trump said the administration is urging Ukraine to sign a deal by Thanksgiving, telling reporters Zelensky will eventually “have to accept something” or continue the war. Bolton warned the plan mirrors Neville Chamberlain’s appeasement of Nazi Germany, saying it signals to Russia and China that military aggression can succeed.

Some Republican leaders have also expressed alarm over the agreement’s concessions. Bolton, a longtime Trump critic, urged both Kyiv and officials in Washington to push for major revisions, arguing the plan should be entirely rewritten rather than “tweaked.”

Bolton was indicted last month on charges of mishandling national defense information, though the case has moved slowly toward trial.
