The Biden administration announced it is abandoning proposed regulations on transgender athletes and student debt cancellation. The Education Department cited operational challenges and ongoing lawsuits as reasons for the withdrawals.

A proposal to amend Title IX to prohibit categorical bans on transgender student-athletes was withdrawn after receiving over 150,000 public comments. The proposal allowed some restrictions in competitive sports for fairness or safety but banned exclusions rooted in bias. Critics from both sides opposed the rule, with transgender rights advocates deeming it insufficient and opponents arguing it undermined fairness in women’s sports. President-elect Trump has pledged to ban transgender athletes from competing in women’s sports.

A separate proposal to cancel debt for 38 million borrowers was also rescinded due to logistical hurdles. The Education Department stated it is focusing on court-ordered settlements and helping borrowers transition back to repayment.

The withdrawals prevent the incoming Trump administration from quickly revising the rules but allow it to initiate its own regulatory process. Since 2020, 26 states have passed laws banning transgender students from participating in sports aligning with their gender identity, with several laws currently blocked by federal judges.
