Following Donald Trump’s election win, Biden administration officials are considering measures to secure national security policies before Trump’s January inauguration, though no firm plan exists. Options include finalizing funds for Ukraine and implementing new sanctions on Israeli settlements. Still, officials acknowledge that most last-minute actions could be quickly reversed by Trump’s team.

Efforts are underway to deliver the remaining $6 billion in aid for Ukraine, though some shipments will likely face delays. Trump has signaled he would push for a peace settlement between Ukraine and Russia, raising concerns among Ukrainians that he may pressure them to accept Russian-occupied territories.

In addition to Ukraine aid, the administration is discussing other policies, such as refugee resettlement expansions or U.N. actions against Israeli settlements, though officials anticipate a Trump administration could easily undo such initiatives.

Reflecting on Trump’s final months in office, one U.S. official noted that the previous administration successfully “Biden-proofed” some policies, like labeling China’s treatment of Uyghurs as genocide, which the Biden team has largely retained due to political or strategic reasons. “They were bold and ambitious… We could have overturned everything they did on day one,” the official added.

Meanwhile, Trump’s transition team, with experienced officials returning to federal roles, is reportedly preparing plans to dismantle Biden policies and reduce federal staff, particularly in departments like State. Career officials across agencies expressed apprehension about the looming changes, noting a somber atmosphere in federal offices following Trump’s election.
