About 20,000 federal employees—around 1% of the workforce—have accepted the Trump administration’s buyout offer, though this falls short of the White House’s 5-10% target. The offer remains open until Thursday, potentially increasing participation despite strong union opposition.
A senior official noted, “We expect more to come,” citing rapid restructuring at USAID. The administration is also attempting a hiring freeze, though some agencies continue hiring.
The buyout allows employees to leave immediately while receiving pay through Sept. 30. Critics claim the offer is illegal and requires congressional approval, while the administration insists it is legally sound.
The federal workforce typically experiences 6% annual attrition, meaning some workers may have planned to leave regardless.
