Nearly 6,000 noncitizen students enrolled in Louisiana’s community and technical colleges may lose access to federal financial aid following a rollback announced by President Donald Trump’s administration. The decision disqualifies students without legal U.S. status from receiving support for adult education and workforce development programs, according to the Louisiana Community and Technical College System (LCTCS) spokesman Chandler LeBoeuf.

“This includes the loss of access to federally funded programs that help gain literacy, job skills, and credentials,” LeBoeuf said. He added the system may face funding gaps and administrative hurdles as it adjusts enrollment policies.

The policy ends a 1997 exemption created under President Bill Clinton, which had allowed noncitizen students to access programs like Pell Grants for career and technical education. That exemption had made adult education more accessible to undocumented immigrants for decades.

U.S. Education Secretary Linda McMahon said the shift ensures taxpayer funds go only to citizens and those who entered the country legally and meet eligibility requirements.

The change is expected to significantly impact Louisiana’s adult education system and low-income immigrant learners.
