BOSTON, Mass., The Trump administration has opened a federal investigation into Boston’s housing policies, alleging the city has allocated resources based on race and ethnicity in violation of the Fair Housing Act. In a sharply worded letter Thursday, the Department of Housing and Urban Development told Mayor Michelle Wu that her administration’s equity-focused housing initiatives amount to “noxious” discrimination. Assistant Secretary for Fair Housing Craig Trainor cited Boston’s racial justice webpage, which pledges to embed racial equity across city operations, as evidence of improper intent.
HUD argues that the Fair Housing Act requires equal treatment, not race-conscious programs, and warned that the city’s down-payment assistance efforts directed at Black, Indigenous, and other residents of color may violate federal law. Wu’s housing policy framework says expanding homeownership for marginalized communities is necessary because many families remain locked out of what she calls “a vital pathway to equity and intergenerational wealth.”
The agency questioned the approach by quoting Supreme Court Justice Clarence Thomas’s warning against “elites bearing racial theories,” signaling a more ideological clash between Boston’s progressive governance and federal enforcement priorities. HUD said its Office of Fair Housing and Equal Opportunity may file a formal complaint and could refer the matter to the Justice Department. The city has ten days to provide requested documents. Wu has not responded to media inquiries.
