Maryland and 23 other states, along with Washington, D.C., filed a lawsuit Monday against the Trump administration for freezing $6.8 billion in federal education funds. The funds were set to support summer programs, adult learning, English-language learners, and special education services. A brief June 30 notice from the U.S. Department of Education said the money would be held for review to ensure it aligns with President Trump’s priorities.

Maryland Attorney General Anthony Brown said the freeze jeopardizes more than $110 million for the state, disrupting teacher training and special needs services. Rhode Island’s AG criticized the move’s timing, calling it “reckless.”

The lawsuit argues the freeze violates federal law and constitutional principles. The Office of Management and Budget said the pause was due to concerns over past funds allegedly supporting a “radical left-wing agenda.”

California Attorney General Rob Bonta called the move part of a pattern of unlawful action by the Trump administration, noting this is the 31st such lawsuit filed by Democratic states in 2025.
