Kansas officials have denied a protest permit to the Satanic Grotto, citing public safety concerns after a chaotic March demonstration known as the “black mass.” The group’s leader, Michael Stewart, called the move religious discrimination, asserting it’s an effort to silence minority faiths.

The planned August 2 protest was set for 9 p.m. to midnight, echoing the group’s message to end Christian favoritism in government. Stewart said officials ignored his request for weeks and only responded after he visited in person.

Gov. Laura Kelly had previously banned indoor protests, but Stewart defied that order during the March event. Violence erupted when counter-protesters tried to stop him, resulting in arrests. Though charges were dropped, the state cited Stewart’s conduct as grounds for the new denial.

While Stewart insists Capitol Police could manage security, the Department of Administration says nighttime events raise staffing and safety challenges. Officials offered a compromise: allow an earlier protest if someone else applies on the group’s behalf.

“We aren’t done fighting,” Stewart vowed, signaling plans to explore alternative protest options.
