A federal judge issued a preliminary injunction Monday blocking a provision in the Trump-backed “big, beautiful bill” that would have cut off Medicaid funding to Planned Parenthood for one year. U.S. District Judge Indira Talwani ruled that the measure likely violates the organization’s equal protection rights and unduly burdens its First Amendment freedoms.

In her 36-page opinion, Talwani wrote, “An injunction requiring Defendants to continue funding Medicaid reimbursements…imposes no additional Medicaid costs.” The ruling preserves Planned Parenthood’s ability to receive Medicaid reimbursements for services like cancer screenings and physical exams.

Though Congress has long prohibited using federal funds for abortion, the new law sought to extend that restriction to all Medicaid reimbursements to the organization. The original House version included a ten-year ban, later reduced to one year in the Senate.

Planned Parenthood filed suit days after Trump signed the bill on July 4. Talwani immediately issued a temporary restraining order, later expanded to Monday’s injunction. The Justice Department argued the law reflected voters’ preferences and that Planned Parenthood’s claims were meritless.

A court filing from the administration contended the federal government had authority to determine how taxpayer funds are allocated.
