Springfield, Illinois — An Illinois state senator has introduced legislation that would classify transgenderism as a mental illness under the state’s Mental Health Code, prompting sharp debate among lawmakers and advocacy groups.

State Sen. Andrew Chesney (R-Freeport) filed Senate Bill 3842, arguing the measure would direct individuals experiencing gender dysphoria toward mental health treatment rather than medical transition. Chesney said the proposal is intended to ensure access to state-funded mental health services and described gender-affirming procedures as “irreversible” and “life-altering.”

The bill has drawn criticism from LGBTQ+ advocates and clergy. Rev. Hank Fairman of St. John United Church of Christ in Freeport called the proposal “ill-informed” and “dangerous,” saying it stigmatizes transgender residents. Advocacy groups point to data from the Trevor Project showing elevated rates of depression and suicide among transgender and nonbinary youth.

Chesney cited those same mental health statistics as justification for expanding treatment resources. He acknowledged the measure faces likely opposition in the Democratic-controlled legislature.

The proposal adds Illinois to a broader national debate over how states approach gender dysphoria, mental health services and transgender medical care.
