Colorado regulators found about 20 decaying bodies hidden inside Davis Mortuary, a funeral home co-owned by Pueblo County Coroner Brian Cotter, officials confirmed Wednesday. The discovery came during the first inspection under new funeral home regulations, passed after nearly 190 improperly stored bodies were uncovered at another Colorado facility in 2023.

Gov. Jared Polis said Cotter “undermined public trust” and should resign, though as an elected official, he can only be removed through a voter recall. Inspectors reported a strong odor coming from a concealed door; inside, they found remains believed to date back 15 years. Cotter allegedly provided families with fake cremains.

The Colorado Bureau of Investigation is leading a criminal probe, with director Armando Saldate calling the case a “profound violation of trust” and pledging to identify victims and notify families. No charges have been filed against Cotter or his brother Chris, who co-owns the mortuary. Cotter remains in office as coroner.
