The North Carolina NAACP, Common Cause North Carolina, and two groups of voters filed motions Friday seeking an injunction ahead of the candidate filing period, which begins December 1. They contend the GOP-led map dilutes Black voting power in the state’s 1st Congressional District, currently represented by Democrat Don Davis.
Republican lawmakers, who control the legislature, redrew the lines last month in a move expected to shift the state’s 7–7 delegation to an 11–3 Republican majority. GOP leaders argue the plan was designed for partisan, not racial, advantage and say they will “defend it on the merits.”
The litigation extends an ongoing redistricting fight that has swept across multiple states ahead of the 2026 midterms as President Donald Trump seeks to bolster Republican control in Congress. Judges are expected to consider requests to block the map before the December 19 filing deadline.
